Kecamatan Action Plan (KAP) for Rehabilitation and Reconstruction in Aceh
SummaryEach Kecamatan Action Plan [KAP] identifies projects and/or programs that will assist the post-tsunami rehabilitation and reconstruction of the Kecamatan. The Plans are prepared with the cooperation of the Kabupatens and the Kecamatans along the west coast of Aceh NAD to address the BRR mission to ‘build back better’. The projects and programs will form the basis of a continuing program for rehabilitation and improvement of the lives of those affected by the earthquake and tsunami. The objective of the KAP process is to fill the gap between village-based bottom-up planning and BRR/Kabupaten top-down planning. It intentionally avoids village-level issues by focusing on the linkages between the villages. The complete process involves several stages of planning to produce a draft document that can then be modified based on further proposals that may arise from other donors or Government agencies. The KAP should be considered to be a document for the coordination of all activities at the Kecamatan level. Typically, the KAP for is a preliminary planning guide to set priority targets for rebuilding infrastructure and livelihoods and for providing an improved quality of life in the community. It facilitates the implementation of a series of priority programs. The programs identify key rehabilitation tasks within the Kecamatan and are prepared in collaboration between representatives at Kabupaten and Kecamatan levels with the active participation of the communities. As such, the KAP directly reflects the concerns, desires and priorities expressed by the represented communities and recommends possible sources for funding the selected programs. The KAP is being coordinated with the BRR and more formally with the Kabupaten. There is coordination with USAID, AusAID, other donors and NGOs operating at the Kecamatan level, and with the ETESP’s agriculture, fisheries and irrigation components. Other programs and projects will be planned and sanctioned for implementation within the Kecamatan, and these will be included as additions to the KAP. This type of KAP will assist to build a comprehensive picture of Kecamatan projects/programs and will be updated and maintained as a ”living document“ for the rebuilding of the Kecamatan. The identified programs listed in the KAPs prioritize the rebuilding of infrastructure, to provide for the rehabilitation of livelihoods and to build an improved quality of life for the people by conserving and enhancing the environment and its amenities. Rehabilitation options are proposed in the KAP for these key areas. Implementation of the rehabilitation program depends on further supporting programs being in place at the village level. These include the successful re-establishment of property rights, necessary for the reconstruction of houses and communities, and protection of the people’s ownership and land rights in the affected areas. Most housing and housing related issues are specific to the village and will be addressed in the village planning process. This program is being carried out for all affected villages under an extensive BRR program by key donors and NGOs. Some communities, however, need to be relocated and community resettlement and relocation issues are addressed within the scope of the KAP as the land required falls outside the formal village areas. The KAP guides this process and also the future mechanism for making decisions about improving local preparedness against future earthquakes, tsunamis and other natural disasters. The KAP provides a provisional model for proceeding with the rehabilitation and reconstruction program within all affected Kecamatans in Aceh and Nias. |
