Subproject Appraisal Reports - SPAR

Based on a concept note endorsed by the Executing Agency (the Badan Rehabilitasi dan Rekonstrukti - BRR), ETESP sector consultants assist the BRR and its implementing agencies in preparing a Subproject Appraisal Report (SPAR). The SPAR includes information on location, expected civil works and activities, budget, and type of participatory activities to be carried out.

As a safeguards screening tool, each SPAR includes an appendix containing Initial Poverty and Social Assessment (IPSA) that identifies potential land acquisition, indigenous peoples, and other social and land issues related to the proposed subproject. It also includes a description of how the subproject intends to ensure stakeholder participation and gender equality. A Rapid Environmental Assessment (REA) and Environmental Categorization Form must also be attached to briefly assess impacts of the subproject to the environment and to assign the subproject environmental categorization.
